It's the version numbering format since Re-Volt 1.2, if I'm not mistaken.

In Windows 10, go to Control Pannel -> Clock, Language and Region -> Change date, time or number formats -> Additional settings... -> Date.

You should then be able to change the way the Short date field is defined.

or you can do all control panel items (change category to small or large icons) -> region (language and region in windows 7/vista/xp) -> click customize on the initial dialog

As you can see I did it exactly on win10.
