Impossible without modifying stock tracks (aka track swap) or without using WolfR4, which basically does the same thing.

There's currently no other way.

What type of help do you need damian? VaiDux already answered your question.

Also, where are you from?

YOU DO NOT DO IT.
unless you want to use track swapping.
you NEED to replace stock track names, nhood1, garden1, toylite, etc
you dont need custom.ini that is for stock modifications!
custom.ini is UNRELATED to cups

Yes, but not just that.
you must change all <trackname> files to the new name
example: petrol.inf -> nhood1.inf petrol.fob -> nhood1.fob and so on.

@damian, you are on the right track (pardon the pun :P). WolfR4 does support custom championship:
Global Custom
Global custom can be used for a lot of different purpose, like for example:
    To set up a complete Re-Volt mod (eg. something like the Artic Blast project).
    To create custom championships (each stock track can be replaced by an user track).
...
Just edit your global custom.ini file properly. You need to remove the semi-colon in the front of each line you want to use. If you need any help, post your entire custom.ini file so we can see what you have done so far.
