Yes, motion blur (blurring one frame for each different pixel) could be useful for this game. But in other side, it could be laggy (plus with hi-polies track + car). Should this effect available?

I don't think it will fit fine on old game or even on whole game and it's not really needed. It won't look very good with current game graphics (low textures and car/track poly count).
If it would be game *sequel* with better graphics, dx11, shaders, blabla, then it would fit perfectly and look fine.

If you look closer, you'll notice that Re-Volt already uses motion blur. :) Only for the Aerial though...

Seriously, adding an effect just to add effect is not really worth it... There's still one point where I think it could be worthwhile though: to reduce the stroboscopic effect with detailed tyres (ie. not uniform black tyres like stock cars). But I'm not sure it would actually help, and I have no idea of the complexity of the task either.
