Re-Volt at the game, Toys In The Hood 1 file listed in the section
MP3 'mp3/nhood1.mp3' we make and we make the required settings the game crashes.
Turkish plugin is installed and latest version of the game.

Try remove alle tags from the mp3 file and make sure that it is encoded at a constant bitrate, not a variable one. the decoder is old and as such does not support variable bitrate.
Posting some technical info related to the file would definitely help locating the issue.

Try replacing the original Mss32.dll file with the files included there:
http://www.mediafire.com/?gat6wdqmcxapsoe
Unpack Mss32 6.1d.dll (6.0m won't work) and Mp3dec.asi, delete the original Mss32.dll and rename Mss32 6.1d.dll as "Mss32.dll"
