What is that cylinder mounted on the back of the buggies and the R6 Turbo? I think it's a electric motor or a battery.

Its meant to be an electric motor,
i always wondered why r6 had an electric motor, but its glow :S
the textures are just like this :
the gold bit is the back
the silver bit is the front

It can be retextured to look like a fuel tank.
Offtopic: And why the rear wheels are wider if it's an FWD car? Does Acclaim initially planned the R6 to be RWD?

yeah rear engined fwd,electric motor powered glow cars ftw!
cougar looks like it should be a rwd sports car (it says its rwd in game)
amw looks like a fwd saloon/touring car (it says its fwd in game)
r6 turbo looks like its meant to be rwd (it says its rwd in game)
it just looks to me like instead of fixing the bug where fwd/rwd is the wrong way around, they just changed the cars to suit :s
