I found a program called VIZup.

It's a 3D model optimization toolset.

It's not free but there is a trial period. Expensive...

Optimizers never worked well for car models or any other very symmetrical (but detailed), or very varied in detail models (like models with high detail exteriors and low detail interiors).

Stuff like plants and models of "organic" objects degrade wonderfully.

I have found another polygon reducer program called Action 3D.
